English has several noun groups with surprising singular/plural patterns. Trousers and glasses are always plural. Gymnastics and news look plural but take a singular verb. Collective nouns like team and government can take plural verbs. Sums of money and periods of time are treated as one unit — singular verb.

Two-Part Nouns — Always Plural, Always Plural Verb

Some nouns describe one object that has two parts. They are always plural — use a plural verb.

These nouns are groups of people. We often think of them as they, so we can use a plural verb:

Police always takes a plural verb: The police are investigating. (never the police is). Note: say a police officer / a policeman (not a police). Sums of Money, Periods of Time, Distances — Singular Verb

We think of a sum of money, a period of time or a distance as one thing (= it), so we use a singular verb:
