The particle up is one of the most productive in English. In this unit it covers: approaching (come up to), starting (set up), reaching someone (catch up), growing/raising (grow up/bring up), cleaning (tidy up), arriving (turn up), and finishing/stopping (use up/give up).

In statistics, make up = constitute / form: Women make up 40% of the workforce. The passive is be made up of = consist of: Air is made up of nitrogen and oxygen. Note: make up also means invent a story or apply cosmetics — context clarifies.
